Yes. Choose a carrier that supplies a SIM with the application and you can sign up without having one. The carrier comparison table on the 010PAY sign-up screen shows which carriers include a SIM. If you already have a SIM, check that it matches that carrier's network (SKT, KT or LG U+) first, then apply as an existing SIM holder.
